What it actually is
Every other layer is technology. This one is people, and people can be persuaded in ways a firewall cannot. A simulated phishing email is harmless; whoever clicks gets a short explanation of the clues they missed. Tone decides whether it works: if clicking is embarrassing, people hide it, and hiding it is far worse.
Why it matters
Your team already judges whether messages are genuine several times a day. This makes that judgement better.
